A safe method for all people who are exercising or are elite athletes is a warm up before exercising. “A moderate cardiovascular warm up before sudden strenuous exercise reduces cardiac workload and enhances coronary blood flow” (Katch, 2015).
For an elite athlete in Denver, CO I would first recommend the warm up. This is good for everyone who is performing any type of exercise and is beneficial in all altitudes.

Also living in a higher altitude I also would not recommend the breathing in of hyperoxic gas because it is only effective at sea level and I am not sure that it would help him in Denver, Colorado.
